Feds passing the buck on Boston bombing suspects?

DeBARY -- It seems this past week the Obama Administration was passing the buck on the Boston Marathon suspects, Dzhokhar Tsarnaev and his older, dead brother, Tameran.

I was watching a video of Homeland Security's Janet Napolitano talking about how Tamerlan Tsarnaev "pinged" when he left for his six-month trip to Russia.

What does "pinged" really mean, any way? Napolitano didn't provide any explanation.

I have heard that term on crime shows when they try to tie a suspect to a location of a crime and they say something like " your cell phone pinged off a cell tower in the vicinity of the crime."

Perhaps, the Boston bombings could have been averted had the agencies in the federal government -- namely FBI, CIA, Department of Defense and Homeland Security -- that are supposed to be looking out for America's interest on the home front, been paying attention and talking to one another.

Didn't Washington learn anything since 9/11?

Here you have a heads-up from of all countries, Russia, warning the US government that Tamerlan Tsarnaev was a follower of radical Islam, and he was supposedly then put on a watch list, and yet nothing was really done and none of these agencies wants to take responsibility as to why this terrorist suspect was not followed up on.

Why?

It seems that since the Boston bombings, we are finding out more ways how the suspects fell throughout the cracks when there were blatant warning signs that these brothers of Chechen ethnicity had become radicalized.

I saw in another news report how Tamerlan Tsarnaev had a public YouTube page with items espousing radical Islam.

Above are else, why wasn't Dzhokhar given status as an "enemy combatant?"

With his Miranda Rights read and a magistrate and attorneys showing up at his bedside, the critical questioning was abruptly ended.

This "presumed innocent" man and his brother likely would have continued their personal reign of (alleged) terrorist attacks on New York City, according to some of the intelligence gathered.

Any further information we could have obtained to prevent further bloodshed by others who may be affiliated with them was critically needed, but prematurely lost.

To me, the same rules do not apply to terrorists.

What if there are more terrorists involved and planning on continuing these attacks?

Can we really take for granted it won't happen?

Finally, I was just reading the suspects were receiving assistance. Dzhokhar was receiving aid for school and Tamerlan was receiving welfare at one point.
