Wagner was among the six votes in favor of further beach driving restrictions in three separate ordinances. Joing him were County Chair Jason Davis of Pierson, Doug Daniels of Ormond Beach, Deb Denys of New Smyrna Beach, Pat Patterson o DeLand and Fred Lowry of Deltona.
