NEW SMYRNA BEACH, Fla. -- A 24-year-old Ohio man saw two under-age teen girls coming out of the women's public bathrooms at the Flagler Avenue Beach ramp and brazenly unbuttoned and then unzipped his shorts, pulled out his penis and began masturbating, over the weekend, according to an arrest report from the Volusia County Office of Beach Safety.

The object of his desire? Two teen gals -- ages 14 and 16 -- who got an eyeful -- as he walked by and started zipping up again. But there were another set of eyes on him: A Beach Safety cop who was in his vehicle in the parking lot adjacent to the beach ramp.

NEW SMYRNA BEACH, Fla. -- Rome wasn't built in a day and neither will a $1.2 million beautification of the North Causeway in this picturesque beach-front city of 22,000 residents.

Beautification begins Monday along the North Causeway, from Riverside Drive east to the George E. Musson Bridge. That's the draw bridge, in and of itself a major bummer for motorists, especially when the beach is letting out for the day.
